Framework agreement signed with SLEC municipalities at MEDCOP 2023

The opening ceremony of the 3rd edition of the MEDCOP Climate, held in Tangier on June 22, 2023, featured the signing of several partnership agreements with various national and international partners committed to sustainable environmental action in the Mediterranean basin.

This same ceremony was a key milestone in the implementation of the SLEC project, as it included the exclusive signing of the framework partnership agreement between the President of the Tangier-Tetouan-Al Hoceima Region, Mr. Omar MORO, and the Presidents of the eight municipalities selected following the call for expressions of interest to host the Local Energy Climate Service (SLEC) in the respective provinces or prefectures:

 

–          Municipality of Tangier for the prefecture of Tangier-Assilah;

–          Municipality of M’diq for the prefecture of M’diq-Fnideq;

–          Municipality of Al Hoceima for the province of Al Hoceima;

–          Municipality of Tétouan for the province of Tétouan;

–          Municipality of Chefchaouen for the province of Chefchaouen;

–          Municipality of Ksar El Kébir for the province of Larache;

–          Municipality of Melloussa for the province of Fahs-Anjra;

–          Municipality of Ouezzane for the province of Ouezzane.

 

This contractual step was the first phase in formalizing the involvement of municipalities—the foundational territorial level for inclusive action—in the greening of territories and their resilience. The second phase consists of the presentation and vote on the said framework agreement during the respective sessions of the TTAH Regional Council and the Councils of the eight incubator municipalities for the future pilot SLECs.

The framework agreement outlines the commitments of the signing parties to ensure a smooth and well-grounded implementation of the SLEC cooperation project. The eight municipalities selected through the call for interest are required to fulfill two major commitments: first, to provide land for the project, with specifications detailed in the call notice, and second, to assign qualified human resources for managing the SLEC structures.

It should be noted that a specific agreement with each of the eight municipalities mentioned above will also be developed, under the same project and contractual approach. This new phase will begin once the institutional framework and governance model of each SLEC are established and validated. These two cornerstones of the specific agreement will result from a flagship activity of the project: the diagnostic of the institutional framework of the SLECs. This mission, carried out by the EDIC consulting firm, was launched in September 2023 and will begin fieldwork on October 16, 2023. It will involve the organization of participatory and consultative workshops in the eight municipalities in the presence of their decision-making bodies.
